No. Unfortunately, Jet cannot be used with buggy board. We don’t make one that would be compatible and we haven’t tested any others for use with Jet.
Yes. Jet3 2.0 is a cabin-approved stroller, and can be stored in an aircraft’s overhead locker. We would always advise checking with your airline first, however.
